I REFER to the letter by Cllr Brian Silvester, Knutsford Guardian, July 22.

Cllr Silvester should not be advising householders to put more bollards, stones, chains etc in grass verges because this practice is illegal if the verge is part of an adopted highway, which in most cases it will be.

The obstruction of verges in this manner is a grossly irresponsible act because vulnerable road users may fall and injure themselves as a result of such obstructions. Also, if vehicles need to pull off the carriageway and on to the verge in an emergency, such obstructions may contribute to an accident or damage to the vehicle. They also cause an obstruction to the local highway authority in its duty to maintain grass verges.

Cllr Silvester should make a public apology for encouraging householders to obstruct the highway.

Also, Cheshire East Council's chief executive should explain to him that the duties of a councillor do not include encouraging householders to break the law.
