A subsequent blood test recorded 136 micrograms of benzoylecgonine, an ingredient of cocaine, per litre in his blood.
The legal limit for this breakdown product is 50 micrograms per litre of blood.
Cook was disqualified from holding or obtaining a driving licence for four years when he appeared on a live video link at Chester Magistrates Court on July 13.
Magistrates also endorsed his driving record.
Disqualification is obligatory for this offence, the court heard.
The defendant was also fined £525 and ordered to pay £1,000 costs and £58 victim surcharge.
Cook admitted failing to surrender to police on July 8, this year, at Stockport and was fined a further £50 for this offence.
Magistrates gave him permission to pay the £1,633 court penalty at a rate of £100 per month, starting on August 10.
