THE family of Herbert Manley has paid tribute to the former councillor and ICI stalwart, after he died aged 81 on Saturday.

Hartford resident Herbert served on Vale Royal and then Cheshire West and Chester Council, representing Hartford and Greenbank – and was also Sheriff of Chester in 2014/15.

In a statement, his family said: “It is with great sadness that we announce the death of Cllr Joseph Herbert Manley, who passed away peacefully on Saturday, February 22 at the age of 81.

“Known to his friends as Herbert, he is survived by wife Margaret, children Lisa, Jason, Emma and Paul, five grandchildren, and one great-grandchild.

“A Hartford resident for many years, Herbert was an elected borough councillor for the Hartford and Greenbank area. Herbert also served as the Sheriff of Chester during the period of 2014-15.

“Employed for many years by ICI, Herbert worked on various sites across Cheshire and Merseyside. He was a member of the British Standards and European Standards committees, dealing with safety equipment.

“During his time as councillor with Vale Royal Borough Council and subsequently Cheshire West and Chester Council, Herbert served on the executive committee overseeing growth and innovation – this was a pivotal role for the growth of the area.

“Herbert also spent time as a governor at Hartford C of E High School and was a lay reader at St Mary’s Church in Weaverham.

“Herbert will be greatly missed by his family and friends, and will be remembered for his huge drive to help the community.”
