SHOULD there be tougher legislation on professional dog walkers?

How many should they be allowed to handle at any one time, on and off the lead?

My concern follows an altercation between my dog, who fortunately was off the lead or I might have been injured, and three large dogs let loose on to land opposite Longridge.

The lady followed with a further five dogs on leads.

What transpired was a very frightening experience for myself, and my dog.
