If I was lucky enough to have a large garden which produced 105 bags of waste over the four months when green bin collection was suspended, I would feel it my personal responsibility to deal with the waste rather than rely on public services, part funded by others.
If I was unable to take the waste to the tip myself I would have to make alternative arrangements but as it's my property, it's my responsibility.
I would also consider £45 per year for an extra bin good value. Even with reduced services, that equates to £5.62 per month, far less than if I paid a contractor or odd job man and certainly worth my time.
I look forward to the day I have such a problem.
