To my knowledge work begins on construction sites around 7am to 7.30am.
Some of those people on these sites leave home very early as they live at distances away from their work.
Those who deliver building materials also start early.

I suggest your letter writer is out of touch with the modern world.
As for the snide comment regarding their chosen reading matter, does it not occur to this grumpy person that English may not be the first language of some of them and the fact that they read at all is to be congratulated?
The ordering and tracking of materials is carried out using mobile phones and to insinuate that they are playing computer games could be somewhat derogatory.
